Questions
1. Normal year on year growth in the area, outside the planned new boundaries, will continue in addition to the mass build plan. Who then, are these homes for?
2. Will the existing infrastructure of water supply, sewage, electricity and gas be capable of supporting the planned build?
3. If not, does this mean additional building land will be required to provide, for example, electricity sub-stations, surface water
pumping stations, sewage treatment works?
4.Will the existing road structure (not much more than country lanes in some areas) accommodate the heavy plant to support the build and, if completed will it support the additional traffic requirement of private cars and commercial support vehicles? 11,200 new homes in the Camborne, Pool, Redruth & Park Bottom area could produce 17,000 additional cars in the area. In the whole of Cornwall, 68,700 homes could produce 110,000 additional cars.
5. Given the possibility of these additional private cars, what additional car parking facilities are to be provided and will this represent an additional land requirement?
6. Should these homes be filled with families - this could be as many as an additional quarter of a million people in Cornwall - what will be the effect on traffic flow on the major trunk roads and what will be the effect on our bus, rail and air links?
7. Will the local hospitals be able to accommodate increased demand on maternity, A & E, and both in-patient and out-patient care? What will be the effect on current waiting lists for specialist treatments?
8. Will additional NHS dentistry and GP Surgery facilities be provided? If not, what will be the effect on waiting lists?
9. The housing plan is so called employment led. How many jobs are required? Will they be ‘quality’ jobs? and how many potential employers have, to date, agreed to set up business in Cornwall and how many jobs are guaranteed into the area at present?
10. Has the re-training need for the long term unemployed been considered? Who will manage and fund it?
11.What consideration has been given to pre-school facilities, and is there existing capacity in both junior and senior schools to cope with additional children moving into the densely populated new build homes? If a further build of new school buildings or extensions are required, will this be a further demand on land area?
12. What plans have been considered for the increased demand which there will be for social and recreational facilities for both children and adults? Will this mean a further land requirement?
13. What percentage of the planned mass house build will be homes specifically designed for people with moderate to severe physical disabilities? Will any defined requirement be placed on potential developers as mandatory?
14. Significant areas of high quality agricultural land have been targeted as sites for the proposed mass housing build. Is this a contravention of Government policy and who has agreed that this is acceptable?
15. What will be the increased requirement for the emergency services to service the mass build, Police, Fire, Ambulance, Coastguard, RNLI lifeguards ? What will be the increase in appropriate budgets and what will be the increase in local household rates specifically to cover this purpose?
In addition to the emergency services, what is the expected cost to the ratepayer for council driven services such as refuse collection, recycleable waste collection etc, supporting the mass housing build areas
16. What provision is being made for additional funding to voluntary services who provide essential services for the elderly, infirm and those who will be in need? Befriending, Meals on Wheels, home library, adult and child social care, citizens advice, to name but a few. What increase in local rates is expected for this specific purpose?
17. As a result of these central Government plans under the Regional Spatial Strategy, how much has this cost in planning, preparation and associated activities, and what has been the cost to date borne by the ratepayers in Cornwall?
